What is “Signal: Background Connection Enabled”

The Signal application needs a way to keep itself open so that new messages are notified. On a regular Android phone, Signal uses Google services to do this. On the BoringPhone there is no Google service and so the Signal app creates a notification icon to keep itself active. We don’t have a way to clear the notification icon at this stage, because that would make it so Signal doesn’t work properly.
